This is a very rare Nelco Chronostop.  It has an outer band on the dial in red that constrasts well with the black dial and black bezel.  It also matches the second hand.

It's lived a full life and has some damage on the bezel at 4 o'clock.  Not too bad when your wearing it but close up on photos shows the extent of the ding.

The smaller second had dial runs smoothly and the watch keeps time well.  The outer bezel is fixed.  Note from the dial it has the letter "T".  This is a great feature in a watch as it shows it has Tritium on the hands and often the batons too.  This gives it lume.  As the watch is Vintage it wont have the original lume power as the Tritium does fade over time.
